Not much is known about General Noot Noot other than the fact that he and the other penguins managed to take over the North Pole, and was able to beat up Tom and take his place.

The other penguins in the same eddisode are the penguins who attacked Santa Claus, and the three penguins who attacked Edd and Matt.
